not really early or late but like the rpms wont climb any more and it it wont shift so sometimes if you let off the gas or pump the gas it will shift
thats what made me think it was the tv cable detent cable. maybe the cable was sticking.

yep, sounds like the best place to start, i have seen the bushing wear out where the cable attaches to the t-body also. So check them.

Yep I would bet its the detent cable. Sounds like it just needs adjusted.

TV Cable adjustment is SUPER-CRITICAL on 700R4's. If it is incorrect, not only won't the trans shift properly, but U can burn one up in just a couple of weeks. The stupid TV cable controls the LINE PRESSURE, and if there is too little pressure your clutches burn up in no time. I personally hate this trans and that's one of the reasons I have a Turbo-400 in mine.
Luckily, if everything is stock, they are pretty easy to adjust. There is a little pushbutton on the bracket/TV cable assembly where it mounts to the carb or throttle body. Hold this button and push the cable back the opposite direction of throttle travel. Then floor the throttle and the cable should be pulled forward and lock into the correct position.
If everything is not stock, or you want to do it the right way, you need a pressure gauge connected to the trans. The proper adjustment is: with the car running, the tiniest movement of the throttle cable should cause an immediate pressure spike.
These trans with TV cables suck balls IMO.
